Payroll Specialist (Madras)

This is a Full-time position in Madras, OR posted June 9, 2021.

JOB Do you enjoy you working collaboratively with a wide range of individuals? Do you have experience with In-House Payroll processing? Are you detail-oriented? Do you have experience working with a robust Enterprise Resource Planning (ERP) System? If so, join our Washington County Finance Division as a Payroll Specialist! The Payroll Specialist administers the preparation and coordination of the central payroll operation for the Washington County payroll system; processes bi-weekly payroll; maintains financial payroll records. This position also interprets County policy, union contracts, and government regulations pertaining to payroll policies and procedures to ensure the delivery of accurate pay to employees and error-free deduction payments to appropriate providers. A successful candidate will have Oracle or equivalent Enterprise Resource Planning (ERP) experience or experience processing In-House Payroll including tax payments and filings, knowledge of Oregon Public Employees Retirement System (PERS), governmental work experience, comprehension and/or experience working with multiple union contracts. EXAMPLE OF DUTIES Duties may include:Enters, maintains, and/or processes information in the payroll system; information may include employee’s hourly rates, salaries, garnishments, time worked, paid leave and holidays, deductions and withholding address changes, and other information.Ensures proper processing of payroll deductions following wage and hour laws and best practices for taxes (local, state, and federal), benefits, contributions, and other deductions.Coordinates and maintains data relating to the payroll system operation; prepares regular and ad-hoc reports; and maintains central control of payroll records to ensure the integrity and accuracy of each payroll transaction in the payroll system.Prepares and submits federal, state, and local taxes; processes journal entries for tax payments; and submits tax payments to the appropriate taxing authorities.Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.Issues, or reissues, physical or replacement checks or direct deposits due to payroll errors or for employee separations.Assists in developing, testing, and implementing changes to the payroll system by collaborating with Information Technology Services employees. Provides payroll knowledge, input, and tests new processes to ensure they work properly.Recommends changes and enhancements to the payroll system which includes reports, procedural changes, and internal system control.Reviews, responds, and implements employee garnishments.For additional details and requirements for this position please view the classification via the following link: Payroll Specialist MINIMUM QUALIFICATIONS Education and Experience:A typical way to obtain the knowledge and abilities would be:Possession of an Associate Degree in accounting, business, or related field AND two (2) or more years of recent and relevant full cycle payroll processing experience related to maintaining a payroll system or processing payroll records, ORAccounting Certificate (12 months) AND three (3) or more years of recent and relevant full cycle payroll processing experience related to maintaining a payroll system or processing payroll records; ORFive (5) or more years of recent and relevant full cycle payroll processing experience maintaining a payroll system or processing payroll records.Preferred Qualification:Certified Payroll Professional (CPP)Experience in an Oracle ERP SystemAdditional Licenses, Certificates, Physical Abilities, and Specialty Requirements: The incumbent must pass an extensive background check which includes evaluation of credit history.Please be clear and specific in the applicable sections of the employment application about how your background is relevant.
